What’s Going On With the 2025 VA Layoffs?

The Trump administration has initiated a major reduction in force (RIF) across federal agencies, and the VA is at the center of it.

In March, VA Chief of Staff Christopher Syrek announced plans to cut over 80,000 jobs—about 17% of the entire VA workforce—to return staffing levels to where they were in 2019.

Let that sink in.

This is the largest VA downsizing in modern history.

It will affect nearly every corner of the agency—from hospitals and medical centers to regional offices and administrative support teams.

Many of the roles on the chopping block were added in recent years to support the massive increase in claims due to the PACT Act and other post-9/11 toxic exposure issues.

What does that mean in plain English?

It means the VA is getting smaller right as the need for it is getting bigger.

Is There a Proposal to End VA Disability Benefits?

No, there is no current proposal to end VA disability compensation.

That’s important to understand.

Your existing benefits are not being canceled, and there’s no law on the table to eliminate the disability rating system or compensation checks.

But—and this is critical—a reduction in VA personnel absolutely could delay or disrupt how quickly veterans get access to their benefits.

Think of it this way:

  • Fewer C&P examiners = longer waits for exams
  • Fewer claims processors = longer delays in decisions
  • Fewer BVA judges = longer waitlists for appeals

The benefits system may still exist, but your access to it is where the squeeze is going to hit hardest.

Why Is the VA Cutting Staff?

The stated reason is to reduce waste, duplication, and inefficiencies.

According to VA Secretary Doug Collins, “money and people do not solve the problems at VA.”

The administration is also trying to unwind the VA expansion under the Biden administration, which added tens of thousands of new hires in response to COVID-19, the PACT Act, and broader demands for veteran healthcare and benefits.

Rolling back staffing while demand is rising is a recipe for disaster.

What Roles Are Being Cut?

We don’t have the full list yet, but here’s what we do know:

  • VA is targeting non-mission critical roles first
  • Most PACT Act hires could be at risk—these include claim adjudicators, examiners, and program managers
  • Some VA medical centers are losing payroll and HR staff
  • The Veterans Benefits Administration (VBA) is set to lose around 2,000 employees in FY 2026

That means people who directly support VA disability claim processing could be among those impacted.

In addition, many probationary employees (under 2 years of service) have already been dismissed—more than 2,400 so far.

And a hiring freeze is in place, so even if the VA wanted to refill certain roles, they can’t.

VA Claims Adjudicators and Rating Staff Have Been Exempted from Layoffs

There is one piece of encouraging news in the middle of this storm: Rating Veteran Service Representatives (RVSRs), Veteran Service Representatives (VSRs), and other claims adjudicators have been exempted from the 2025 VA layoffs.

These are the men and women who review evidence, assign disability ratings, and make decisions on your VA claim.

VA leadership has confirmed that these roles are considered mission-critical and are protected from the broader staffing cuts and buyout offers.

Why?

Because without them, the entire VA disability compensation system would grind to a halt.

That means the core workforce responsible for processing your claim is still intact—for now.

But make no mistake: even with these positions protected, delays may still increase due to reduced support staff, fewer C&P examiners, and administrative bottlenecks caused by the larger reorganization.

The infrastructure around RVSRs and VSRs is shrinking, and that will impact their speed and efficiency.

So while it’s good news that your claim won’t be ignored or abandoned, it’s still vital to act quickly, prepare thoroughly, and anticipate slower timelines as the system absorbs the shock of widespread reductions elsewhere.

What Should Veterans Do Right Now?

Get into the queue before staffing reductions create a new backlog.

Claims submitted now have a better chance of being reviewed by trained personnel before the full effects hit.

Gather and Submit Strong Medical Evidence

Do not rely on the VA to “figure it out.”

Be proactive:

  • Nexus Letters and Independent Medical Opinions (IMOs) if you’ve been out of the military for more than one year or you’ve previously had a claim denied, or you’re pursuing secondary service connection
  • Independent Psychological Evaluations and IMOs for new mental health claims or mental health health increase claims
  • Rebuttal Letters if your claim was denied due to a bad C&P exam

The stronger your claim upfront, the fewer hurdles you’ll face.

Prepare for Longer Waits—But Don’t Give Up

This could get frustrating.

But quitting won’t get you compensated.

Stay in the fight.

However, the VA is currently processing disability claims at record speeds, and the claims backlog is steadily decreasing.

Is This the New Normal?

We don’t know yet.

A lot depends on:

  • What Congress does in response
  • Whether legal challenges succeed in slowing or blocking the layoffs
  • How quickly VA leadership can adapt and triage essential services
