What is the State Veterans Nursing Homes Program?

State Veterans Nursing Homes programs provide nursing home, domiciliary (assistance with daily living in a residential home care environment), or adult day healthcare to disabled and homeless veterans. These homes are owned and operated by state governments.  

The “State Veterans Home Program” started during the Civil War era when many of the homes were initially opened to provide shelter to homeless disabled veterans.  

The VA must formally recognize and certify a facility as a State Veterans Home before that facility can participate in the program.  

Each year the VA inspects each facility to ensure VA standards are continuously met. 

How do I know if a State Veterans Home is right for me?

Deciding whether to move into a State Veterans Home is a major milestone for veterans and their family members. 

The Veteran Decision Aid for Care at Home or in the Community brochure provides information to support veterans and their family members in determining their home or long-term care service needs.  

Veterans and their caretakers can take a free Caregiver Self-Assessment to identify what level of caregiver services are needed. The assessment also offers information for caregivers to decide what level of support they can provide and when special training is needed.

Who is eligible for a State Veterans Home?

Eligibility for State Veterans Homes is based on several factors including your clinical needs (i.e., health and personal care provided by a licensed nurse) and availability of open beds at the home you select. 

Although each state establishes specific eligibility and admission criteria for its homes, examples of general requirements include: 

• Veterans must have served in the armed forces and been discharged honorably 

• Veterans must be a resident of the state in which they are applying for admission 

• Veterans must require skilled nursing care (i.e., medical care required by a licensed nurse, such as medication administration) 

•  In some states, veterans may be required to have a service-connected disability (i.e., a disability caused or worsened by military service) to qualify for admission to certain State Veterans Homes, such as Utah Veterans Home. 

Some State Veterans Homes may admit non-veteran spouses and gold star parents while others admit only veterans.

What are the types of VA Nursing Home services?

The State Veterans Home may provide one or more of these services, including; 

• Residential nursing home services (live-in 24/7 care) 

• Adult day healthcare services (a facility that offers a place for veterans who need care during the day, such as those who live with working family members) 

• Domiciliary (i.e., assistance with daily living in a residential facility) 

You can apply for the type of care (e.g., residential, adult day, etc.) that aligns with your specific healthcare and daily living needs. These non-medical needs are clinically referred to as “activities of daily living (ADLs), they include bathing, eating, dressing, and other daily activities). 

What is a VA Community Living Center (CLC)?

A CLC is a VA Nursing Home where veterans stay for a short time or sometimes stay for life. It’s a place where you can receive a nursing home level of care, including help with activities of daily living (ADLs), skilled nursing, and medical care. 

What is a Community Nursing Home?

A community nursing home is a place where veterans can live full-time and receive 24/7 skilled nursing care. The VA contracts with regular nursing homes in the community to care for veterans.
