Table of Contents
Summary of Key Points
- The VA Caregiver Support Program assists veterans who need personal care due to service-connected conditions.
- Eligibility requires a VA disability rating (individual or combined) of 70% or higher, a discharge or medical discharge from the U.S. military, a need for at least six continuous months of in-person personal care services, and enrollment in VA health care.
- Special Monthly Compensation (SMC) R2 is a separate benefit for veterans requiring a higher level of daily care, and while related, it has distinct eligibility criteria from the Caregiver Support Program.
- The application process involves consultation with a Caregiver Support Coordinator, submission of VA Form 10-10CG, clinical assessments for the Veteran and caregiver, a home-care assessment, caregiver training, and ongoing monitoring.
- VA Claims Insider offers education to veterans in understanding and applying for VA disability benefits and caregiver support programs.

Who Qualifies for the VA Caregiver Program?
Veteran eligibility: To qualify for the VA Caregiver Support Program, veterans must meet specific eligibility criteria:
Service Connection
You must have a service-connected serious injury or illness incurred or aggravated during active military, naval, or air service. This means a VA-rated service-connected disability of 70% or higher (individual or combined). Some conditions that may qualify include:
- Traumatic brain injuries (TBI)
- Severe post-traumatic stress disorder (PTSD)
- Spinal cord injuries leading to paralysis
- Loss of limb(s) or severe orthopedic injuries
- Other debilitating conditions that prevent independent living
Need for In-Personal Care Services
You require in-person personal care services for a minimum of six continuous months. These services are necessary due to an inability to perform activities of daily living (ADLs) independently, such as:
- Bathing
- Dressing
- Grooming
- Feeding
- Using the bathroom
Alternatively, you may require supervision or protection due to symptoms or residuals of a neurological or other impairment or injury or require regular or extensive instruction or supervision, without which your ability to function in daily life would be seriously impaired.
These needs align with the Veterans Caregiver Program, ensuring you receive the necessary assistance to maintain your quality of life.
Enrollment in VA Health Care
You must be enrolled in the VA health care system. If not already enrolled, you must apply and be accepted for VA health care to be considered eligible for the VA Caregiver Support Program.
Clinical Eligibility
A clinical evaluation by a VA healthcare provider is required to determine your need for personal care services. This assessment evaluates your physical and mental health status to confirm the necessity of a caregiver, as outlined in VA caregiver support program qualifications.
Determining Factors for Veteran Eligibility
Several factors influence your eligibility for the VA Caregiver Support Program:
Severity of Condition
Your injury or illness must be severe enough to require continuous personal care services. This includes conditions that significantly impair daily functioning or pose a safety risk without supervision.
Duration of Care Needs
The need for personal care services must be ongoing for at least six months. Temporary conditions or those expected to rapidly improve may not meet this criterion.
Service Connection Status
Only injuries or illnesses that are officially recognized as service-connected by the VA are considered. If you are seeking to establish a service connection for your condition, you may need to provide medical evidence and service records.
Clinical Assessment
A thorough evaluation by a VA clinician is essential to determine the level of care required. This assessment ensures that your condition aligns with the program’s requirements for personal care assistance.

Special Monthly Compensation (SMC) & its Relation to the Caregiver Program
Special Monthly Compensation (SMC) is an additional tax-free benefit that the VA provides to veterans with specific, severe disabilities resulting from service-connected conditions. SMC is designed to offer financial assistance beyond the regular disability compensation rates, acknowledging the profound impact of certain disabilities on a veteran’s life.
One of the highest levels of SMC is known as R2. To qualify for SMC R2 requirements, you must require daily aid and attendance from another person due to service-connected disabilities and need a higher level of care than what is covered under the regular aid and attendance allowance. This includes situations where, in the absence of such care, you would require hospitalization, nursing home care, or other residential institutional care.
The requirements for SMC R2 are stringent, reflecting the necessity for comprehensive, around-the-clock care. Veterans receiving SMC R2 may have conditions, such as complete paralysis, severe neurological disorders, or other critical impairments that necessitate constant medical attention and personal care.
While SMC and the VA Caregiver Support Program are separate benefits, there is a relationship between the two. If you are one of the veterans eligible for SMC, particularly at higher levels like R2, you would need to inherently demonstrate a significant need for personal care services. This substantial need aligns with the criteria for the VA Caregiver Support Program, as both benefits recognize the extensive support required for veterans with severe service-connected disabilities.
Veterans receiving SMC R2 are likely to meet the clinical eligibility requirements for the VA Caregiver Support Program, given their pronounced need for continuous personal care. However, approval for one benefit does not automatically guarantee approval for the other, as each program has its own application process and specific criteria.

Application Process
If you are seeking to participate in the VA Caregiver Support Program, you should follow these steps:
- Consultation: Contact the Caregiver Support Coordinator at the nearest VA medical center to discuss eligibility and gather information about the application process.
- Application Submission: Complete and submit VA Form 10-10CG, “Application for Comprehensive Assistance for Family Caregivers Program.” This form requires your information about the designated caregiver(s).
- Evaluation Process: After submission, the VA will conduct a clinical assessment to evaluate your need for personal care services. This may include medical examinations and interviews.
- Caregiver Training: If approved, the designated caregiver(s) must complete the required training to ensure they are prepared to provide the necessary care.
- Ongoing Monitoring: Both you and the caregiver will participate in regular evaluations to assess the care’s effectiveness and make any necessary adjustments.
