The Program of Comprehensive Assistance for Family Caregivers (PCAFC) is designed to support veterans with serious service-connected injuries or illnesses who need help with personal care or safety.  

It directly benefits you, the veteran, by: 

  • Giving your caregiver a monthly stipend so they can support you full-time 
  • Offering caregiver training, respite care, and access to mental health services 
  • Providing CHAMPVA health coverage to eligible caregivers 
  • Reducing the need for outside facilities and helping you remain safely at home

What Are the Two Tiers of the VA Caregiver Program?

Level 1: Moderate Care Needs

If you need help with some but not all daily tasks, like transportation, medication reminders, or light personal care, you may be placed in Level 1. 

  • The caregiver receives 62.5% of the VA’s monthly stipend rate (based on your location). 
  • You must be service-connected and meet other VA eligibility requirements. 

Level 2: High-Level or Full-Time Care

If you require help throughout the day or are determined to be unable to self-sustain in the community due to physical or cognitive limitations, you may qualify for Level 2. 

  • Your caregiver receives 100% of the monthly stipend, known as the VA caregiver Level 2 stipend. 
  • This tier supports veterans who need help with bathing, dressing, mobility, memory, and safety supervision. 

How Does the VA Decide What Level You’re In?

To determine your care level, the VA looks at: 

  • Your ability to perform daily living activities 
  • Physical and mental health limitations 
  • Whether you need supervision or hands-on care 
  • Documentation from your provider 
  • A possible in-home evaluation 

Based on this information, the VA assigns you to Level 1 or Level 2. You’ll be re-evaluated annually, or sooner if your condition changes.

Yes. You can request a reassessment if your condition worsens or your care needs increase. You’ll also go through an annual VA review to ensure your support level is accurate.

You may qualify for the veteran caregiver stipend if you need ongoing assistance due to: 

  • ALS, MS, or other degenerative conditions 

Eligibility also requires enrollment in VA health care and a service-connected condition incurred before May 7, 1975, or after September 11, 2001.
