Guam Disabled Veteran Benefits for Property Tax Exemption
Guam disabled veteran benefits provide a property tax exemption. The veteran must be 100% disabled or individually unemployable due to service-connected injuries.
The exemption is allowed on one residence (per veteran) and doesn’t apply to commercial properties.
This exemption extends to a surviving spouse, minor dependent children (supervised by a legal guardian), or Gold Star parents.

Guam Veteran Benefits for Territorial Taxes on VA Disability Retirement Pay
Disability retirement pay received as a pension, annuity, or allowance for personal injury (or illness) resulting from active service is non-taxable income if any of the following conditions apply:
- You were entitled to receive a disability payment before September 25, 1975
- You were a member of the military (active or reserves) or under a binding written commitment to become a member on September 24, 1975
- You receive disability payments for a combat-related injury or while you were engaged in extra-hazardous service or training exercises

Guam Veteran Benefits for Employment
Guam veteran benefits provide support to veterans and members of their families seeking employment.
Guam Veteran Benefits for Government Employment
Guam veterans receive a preferential credit of five points added to their passing examination score (for initial government employment only).
Veterans who are disabled due to their service have a preferential credit of 10 points added to their passing score.
You must submit your DD214 form or transfer or discharge papers. You’re eligible if you completed at least 180 consecutive days of service and were honorably discharged.

Guam Disabled Veteran Benefits in the Outreach Program (DVOP)
The Guam Disabled Veterans Outreach Program (DVOP) has specialists onsite to provide intensive services to help veterans with significant barriers to employment (SBE) find and keep a job.
DVOP services are for:
- Veterans with a service-connected disability (30% or greater)
- Veterans who are homeless (or at risk of becoming homeless)
- A recently separated service member who has been unemployed for 27 or more weeks in the previous 12 months
- An offender who is incarcerated (or was recently incarcerated)
- Veterans without a high school diploma or GED
- Low-income veterans (less than $13,200/Year)
- Veterans 18 to 24 years old
- Transitioning service members
- Wounded warriors in military treatment centers and their family caregivers
A “transitioning service member” is an active-duty service member (including separation leave) who registers for employment services and is within 24 months of retirement (or 12 months of separation).

Driver and Vehicle Licenses
Guam veteran benefits are available at the Guam Motor Vehicle Division. There are special driver licenses and vehicle plates for veterans, disabled veterans, and qualifying family members, and fees are waived for all!
